Guam
The Mamizu Utilities and Site Improvements Phase 1 project was a critical infrastructure development designed to support the relocation of thousands of U.S. Marines from Okinawa, Japan, to Guam. Spanning two primary locations—Andersen Air Force Base and Apra Harbor Naval Station—this design-build project laid the groundwork for the military expansion on the island.
At Andersen Air Force Base, the project encompassed the construction of a new entry gate and entry control facilities, along with a roadway leading to the proposed USMC North Ramp Aviation Facilities. The work also included intersection improvements, the installation of new traffic signals, and the development of a one-story base pass and ID office. Additionally, a vehicle queuing control facility was constructed to enhance base security and operational efficiency.
At Apra Harbor Naval Station, work involved shore-side utility improvements at Sierra, Tango, Uniform, and Victor Wharves. This included the installation of essential infrastructure such as steam, compressed air, potable water, power, communications duct banks, wastewater systems, fire alarms, and fire hydrants—all aimed at strengthening the Marine Corps embarkation capability. A welcome center was also built to streamline personnel processing and administrative functions.
Delivering this project required a strong commitment to sustainability and environmental stewardship. Green waste and stormwater management strategies were implemented to minimize ecological impact, while careful mitigation of historic properties and conservation measures for threatened and endangered species ensured compliance with environmental regulations.
Given the project’s significance and the involvement of numerous first and third-party stakeholders, a collaborative construction partnering initiative played a pivotal role in its success. During an initial partnering workshop, the project team established a formal partnering charter including stretch goals related to schedule adherence, safety performance, quality assurance, team collaboration, minimizing base and local impact, design development adaptability, commissioning efficiency, and issue resolution strategies. They also identified key concerns, obstacles, milestones, and opportunities while developing personal commitments to action that reinforced their goals.
To maintain a strong partnership throughout the project’s duration, the team conducted regular goal assessments as part of weekly and progress meetings, ensuring alignment and open communication. Ongoing partnering meetings and surveys helped reinforce collaboration, keeping all stakeholders engaged and focused on shared objectives. This proactive approach played a key role in the project’s smooth execution and overall success.
The successful completion of the Mamizu Utilities and Site Improvements Phase 1 project marked a crucial step in Guam’s military expansion. With over 5,000 U.S. Marines expected to relocate from Okinawa in the coming years, this project provided the necessary foundation for long-term military operations and support infrastructure.
